Research Legislation for the Bulgarian Higher Schools Borislav.V. Toshev Abstract
Education and research belong together. Is that true for the Bulgarian Higher Education System? Does the Act of Higher Education (1995) provide an effective legislative support of the research activity in the Bulgarian higher schools? The paper has attempted to analyze in a historical context the present status of that problem which is obviously of a crucial importance for the future development of the Bulgarian universities. Some recommendations for advisable additions to the Act of Higher Education are considered. They refer to a change of front of the objective of the accreditation procedures, to a new relevant structure of the basic university units, and to an emphasis on the professional competency of the academic staff.
